xsi:PC移行

【状況】
手順通りに旧PCからライセンス解除(deactivate)を行おうとするが、
以下のエラーが出てLicenseDactivationウインドウが表示されない。

①ダイキンから頂いたライセンスを C:\spm に入れた
②License Manager > Manage Key Database > Install Keys > ①のライセンスファイルを読み込み
③License Manager > Start Server
④License Manager > Server > Query License Server　で
Query Licenses in run　をチェックして Run Query を押すと
SPM-daemon on 'localhost(PC名)':
No licenses of SOFTIMAGE are in use
④License Manager > Server > Query License Server　で Query all Licenses　をチェックして Run Query を押すとライセンス情報らしきものが表示される。
